Here’s a recap of Greenville County Council’s May 2 meeting:

Approved: Solar panel manufacturing facility

Council approved third and final reading of a fee-in-lieu-of-tax agreement for Mateis Solar Corp. in exchange for an $11.25 million investment in a solar panel manufacturing facility expected to create up to 154 jobs.

The agreement identifies a 21-acre parcel along Interstate 185 near US 25 as the site of the proposed facility. The property is within a Greenville-Anderson multi-county industrial park created in 2010.

The agreement states the initial phase of the project is expected to commence by the end of the year and requires Mateis Solar Corp., a Delaware-based company, to make a minimum investment of  $9.6 million within the first five years of the agreement.

Approved: Funding for road projects

Council gave final approval to a pair of ordinances related to using road maintenance fees to pay for bonds in support of road projects.

The first ordinance authorizes the county to use revenue from the fees to pay for bonds related to road projects.

The second measure authorizes the county to issue up to $31 million in road fee revenue bonds to cover the county’s share of funding for a parallel connector bypassing Woodruff Road from near Verdae Boulevard to around Smith Hines Road.

The roughly $120 million project seeks to alleviate congestion on Woodruff Road and combines funding from the county, federal funding approved through the Greenville Pickens Area Transportation Study and the SC Department of Transportation.
