Abbott had asked DFPS for a determination last week. Jaime Masters, the department’s commissioner, responded with his findings.
“Genital abuse of a child by reassignment surgery” Masters wrote. Masters wrote that this surgical procedure can physically alter a child’s body for non-medical reasons and potentially cause irreversible damage to their bodies.
” Generally, children under the custody and care of their parents do not have the legal capacity to consent for surgical treatment. This makes them more vulnerable .”
Masters stated in the letter that allegations of genital mutilation would be investigated quickly.
Failure to report abuse is a class misdemeanor and is punishable by up to one year in jail, a $4,000 fine, or both.
At present, the transgender population in Texas counts as the second highest in the United States with 125,350 adults (. 66 percent of the population) who identify as transgender. California ranks number one with 218,400 transgender residents.
According to a study by the Williams Institute (a think tank at UCLA Law), there are currently 1.4 million transgender Americans.
